SB 1102 is being misleadingly promoted as a public health measure to prevent youth access to vapor products. In truth, it effectively bans most vapor products, removing a critical nicotine alternative for adult smokers. Numerous studies have shown that cigarette sales increase after the passage of state laws restricting the sale vapor products to adults.
Oklahoma's proposed certification process, based on failed federal PMTA regulations already facing legal challenge, is seen as unnecessary and harmful, adding excessive red tape that disadvantages small businesses while benefiting Big Tobacco by pushing out independent vapor product manufacturers and retailers
