We expect House Bill 1425 — known in the industry as the “PMTA Registry” bill — to be called for a full vote in the Pennsylvania House early next week.
This means urgent action is required to prevent this bill from devastating the independent vapor industry in the state.
📉 What is HB 1425?
HB 1425 would require all vapor products sold in Pennsylvania to be listed in a state-run registry of FDA-authorized products — even though the FDA authorization process is years behind and riddled with inconsistency.
In effect, this bill would:
❌ Ban the sale of 90%+ of vaping products currently on the market
❌ Give state agencies the power to penalize vape retailers for selling products still awaiting FDA review
❌ Strip adult consumers of their right to choose harm-reduction alternatives to cigarettes
❌ Shut down small vape shops and independent brands — leaving only Big Tobacco products on shelves
Let’s call this bill what it really is:
A backdoor ban designed to wipe out the independent vapor industry and hand the market to RJ Reynolds and Altria.
