FDA Urges Child-Resistant Packaging for Nicotine Pouches

The U.S. Food and Drug Administration (FDA) has issued a call to action for nicotine pouch manufacturers: adopt child-resistant packaging to help prevent accidental exposure, particularly among young children. The agency’s announcement follows a rise in reported incidents of ingestion and highlights how packaging plays a central role in both consumer safety and regulatory compliance. 

What the FDA Is Asking of Manufacturers 

In its statement, the FDA urged all manufacturers to take proactive steps, including: 

  • Adopting child-resistant packaging across all nicotine pouch products 
  • Working with their assigned Regulatory Health Project Manager if they plan to update packaging for products with pending Premarket Tobacco Applications (PMTAs) 
  • Ensuring product design, labeling, and storage practices reduce the risk of unintended exposure 

Notably, all 20 nicotine pouch products already authorized by the FDA are sold in child-resistant containers—setting a clear benchmark for industry best practices. 

 

What This Means for Manufacturers with PMTA Applications 

For nicotine pouch companies, this announcement is more than just safety guidance—it also signals how FDA is approaching product review. Under the PMTA process, the agency evaluates packaging, labeling, and marketing in addition to the product itself.

Child-resistant packaging is the standard. Every FDA-authorized pouch already incorporates it, showing how closely it is tied to authorization.
