Arizona URGENT Call to Action: Support HB4001 and Oppose HB2765

Arizona lawmakers are considering two bills that could significantly affect the future of alternative nicotine products in the state. Advocacy groups are asking retailers, consumers, and industry supporters to use the state’s Request to Speak (RTS) system to make their voices heard. 

 

Here’s how to take action on each bill. 

 

Support HB4001 – Alternative Nicotine Products; Regulation 

Rep. Weninger’s HB4001 is viewed by advocates as a positive step toward reasonable regulation for alternative nicotine products. 

To sign in SUPPORT: 

  1. Go to the bill tracking page: 
    https://apps.azleg.gov/BillStatus/BillOverview?SessionID=130 
  2. Log into your RTS account using the top-right corner. 
  3. Search for bill number HB4001. 
  4. Select SUPPORT
  5. Choose whether you’d like to testify or speak. 
  6. Save your selections and sign off. 

 

Oppose HB2765 – Vapor Products 

 

Sen. Bolick’s HB2765 is being opposed by harm-reduction advocates, who warn it could negatively impact the alternative nicotine market and restrict access to reduced-risk products.

Although it appears as an ITC bill, it’s actually a striker that functions as a vape regulation bill.

To sign in OPPOSITION: 

  1. Visit the same bill tracking page:

  2. Log into your RTS account. 
  3. Search for bill number HB2765
  4. Select OPPOSE
  5. Indicate if you wish to testify or speak. 
  6. Save your selections and sign off. 

 

RTS Authorization for Industry Members 

Arizona Innovates: The Harm Reduction Coalition are offering to assist industry members with the RTS process. By completing an authorization form, these organizations can create and manage RTS entries on your behalf to support or oppose legislation consistent with harm-reduction goals. 

Participants should be aware: 

  • RTS entries may be publicly visible. 
  • Written testimony requires separate approval. 
  • Authorization can be revoked at any time.

Why your voice matters 

 

Arizona’s RTS system gives the public a direct way to register support or opposition before lawmakers vote. Even a simple sign-in can influence committee outcomes and demonstrate how many constituents care about a bill.
